NMDIS Introduction

¡¡¡¡The National Marine Data and Information Service (NMDIS) is an public-good institution directly under the State Oceanic Administration (SOA) of China, which is responsible for the centralized management of national marine information resources, the provision of technical support and information service for national marine economic development, sea area management and marine environmental protection, and the operational guidance and coordination for national marine information work.

¡¡¡¡The NMDIS (housing and operating the National Oceanographic Data Center of China, the China Argo Data Center, the National Marine Archives Center and the International Ocean Institute China Operational Center) hosts the World Data Center-D for Oceanography, Tianjin, China. The NMDIS acts also as the national representative and coordinator for the IOC Committee on International Oceanographic Data and Information Exchange (IODE), the national partner participating in the Aquatic Science and Fisheries Information System (ASFIS) of the United Nations, the ASFA National Input Center in China and the National Documents Depository Center of UNESCO's Intergovernmental Oceanographic Commission (IOC).

¡¡¡¡The NMDIS is mainly responsible for the collection, processing, storage and service of various kinds of marine basic data and information both at home and abroad; the establishment and operational running of national marine basic databases; the establishment of the operational system for the quality management of national marine information; the formulation of relevant technical criteria and specifications; the quality certification of marine information and the qualificatory certification for design and development of marine information system and information service; the national tidal and tidal current analysis, prediction and sea level change study and prediction, and preparation of the Tidal and Tidal Current Table and the Sea Level Bulletin of China; the China Marine Statistics Yearbook and the China Marine Economic Statistics Bulletin; the work of researching the basic marine laws and regulations and drawing up the draft plana; marine legislation studies and the establishment, maintenance and operational running of the national comprehensive marine information work and network system; the establishment and operational running of information systems for national management of sea areas, marine environmental protection and so forth; studying on and regulating the application assessment and price system of the assets management of sea area resources, following up and studying on the technologies of marine management, environmental protection and marine information. It fulfills, on behalf of China, the national obligations to international organizations in the marine information cooperation and exchange.

¡¡¡¡Now, the NMDIS has formed a highly-calibrated, rationally-structured marine information work team and possessed a whole array of technical equipment and infrastructure in considerable quantities and with high performance.

Marine Data Center

¡¡¡¡Marine Data Center is responsible for the collection, processing and management of marine data centralized management of national marine basic data, and establishment, maintenance and management of the marine basic databases and building and developing the marine environmental data and information system. The Center conducts international marine data exchange and carries out the researches on the processing technologies of marine data, working out marine data standards and specifications. making marine data products. The Center operates the WDC for Oceanography, Tianjin, China, and the China Argo Data Center. It provides the analysis and assessment service with respect to all kinds of marine data products and the marine environmental conditions.

¡¡The main work includes:

  1. Collection and standardization processing of marine data. The Division has established archives of coastal station data, meteorological data, temperature and salinity data, sea wave data, sea ice data, buoy data, Nansen station data, tidal current data, marine chemical data, marine pollution data, marine biological data, marine geological data and geophysical data. The rescue of the historical data as ship report, BT data and coastal survey is being carried on.

  2. Establishment of various marine data bases and information systems. They have completed the Oceanic Mineral Resources Database, Database on Tropical Western Pacific and Kuroshio Area, Hydrographic part of the Continental Shelf Database and Comprehensive Nansha Database. The Marine Environment and Disaster Information System in process is a component of the National Marine Economic Information System.

  3. Marine data product making. The Division has finished the oceanographic atlases for the Bohai Sea, the Yellow Sea and the East China Sea, the Oceanographic Atlas of Japan-China Kuroshio Research, the Ocean-Air Interaction Research Atlas on the Tropical Western Pacific, the Chart of Surface Current in the Tropical Western Pacific, the Chart of Current System on the Continental Shelf of China, etc.. At present, the CD-ROM data and electronic atlas making are in process.

  4. Following the high and new technologies of data processing in the world, carrying out the research on the processing technologies of CTD,  ADCP and buoy data, etc. Research on the seabeam data processing techniques is being carried on.

  5. Collection and exchange of international marine data. The Division is the operational center of CNODC and WDC-D, Oceanography and the major operational sector of the IODE/IOC China Center.

  6. Provision of the services for the users at home and abroad with environmental analysis and assessment such as sea waves, temperature and salinity, sea current, meteorology, pollution and so on.

¡¡ Marine Data Management, Processing and Service

Network Center

The Network Center undertakes the establishment and management of the national marine information communication networks; organizes and implements the transmission and sharing of national marine information; maintains and manages the China Oceanic Information Network; and provides information and technical support for the website operations of SOA and NMDIS.

Marine Environmental Assessment and Prediction Department

¡¡¡¡Marine Environmental Assessment and Prediction Departments is mainly responsible for marine environmental assessment and prediction. The Center develops and maintains the comprehensive and special information system for marine environmental protection and management and produces marine environmental information products. It carries out the data processing and the information extractive technique from satellite remote sensing data, performs research on military oceanography and ecological environment and numerical simulation, the tide and tidal current analysis and prediction for marine engineering, national defense and scientific research, etc. It is also responsible for undertaking the domestic and global marine tide and tidal current prediction, compiling the tidal tables; carrying out research on the sea level change and the marine disasters prevention and mitigation, preparing the China Sea Level Bulletin, and taking part in the compilation and issuance of the information on China's marine environmental status.

Department of Marine Strategies, Rights and Interests

¡¡¡¡Department of Marine Strategies, Rights and Interests undertakes the study on marine strategies and policies, major measures and action plans in safeguarding China's marine rights and interests and provides technical support for China's marine boundary delimitation with the surrounding countries; studies on the basic marine laws and regulations concerning the sea areas under China's jurisdiction, marine legislation and methods of maritime delimitation; and establishes the information management system for the delimitation of China's continental shelf and the adjacent sea areas and the marine laws and regulations information management system.

¡¡¡¡The Marine S&T. Information Research Division is also known as the Marine Management and Development Research Division, the major work of which includes:

  1. Studies on marine development strategies, marine planning and marine policies;

  2. Researches on delimitation of sea areas, marine legislation and international marine affairs;

  3. Researches on marine resources development, marine service and marine S&T. information;

  4. Establishment of Chinese sea delimitation information database and expert system , information system of marine laws and regulations, marine information database, etc.;

  5. Translation and Revision of the Chinese and foreign materials on marine information; foreign language education, participation in activities concerned the international affairs;

  6. Edition and publication of marine information research report and periodicals, etc..

¡¡¡¡ Marine Strategy and Policy study

Department of Sea Area Use and Economic Resource

Department of Sea Area Use and Economic Resources is responsible for managing the information on the national marine economy , marine resource , national sea area boundary settlement and sea area use, establishing and maintaining the information systems for sea area use, sea area boundary settlement, functional zoning and coastal zone management and the expert evaluation; establishing the National Marine Statistics Network, undertaking the marine statistical analysis on the marine industries; editing and publishing the China Marine Statistics Yearbook and China Marine Economic Statistics Bulletin; establishing the marine law-enforcement and supervision information system and providing various kinds of consultation services for the macro decision-making, management and research of marine economics.

Marine Economic Information Management and Service

Marine Library

The Library of NMDIS is one of the largest comprehensive libraries in marine science in China, the national centre for marine literature collection and service and the leading agency of Marine Literature Information Coordination Committee and act as a national level focal point for marine scientific and technological inquiry service: performs the functions and tasks of the China National Centre for the Aquatic Science and Fisheries Information System (ASFIS) and the China National Documents Depository Centre of the UNESCO's Intergovernmental Oceanographic Commission (IOC). The Library's holds over 100,000 volumes of books, more than 2,000 kinds of periodicals in Chinese and foreign languages and over 9 million records in the literature databases. The Library has established exchange relationships with all the international ocean-related organizations in the world and over 170 institutions in 32 countries and region. Now, the on-line retrieval system for the domestic and foreign literature database and its automatic operation management system are being established and perfected in the Library. The library also compiles and publishes several journals, such as ¡¶ China Ocean Yearbook¡·, ¡¶Marine Science Bulletin¡·, ¡¶Marine Information¡·, ¡¶Oceanic Abstracts¡·, etc..

National Marine Archives

¡¡¡¡National Marine Archives performs the duties of collection, processing, archiving, management and providing service of the national marine archives, and the work of drafting marine archives standards, specifications and regulations; collection, production and editing of marine audio-video data as will as special-subject video production and service. The current holdings include an enormous amount of marine scientific and technological archives from the surveys on China's coastal zone, and the comprehensive surveys on China's island resources , and the comprehensive surveys on the China's near waters , etc. Currently, the national marine scientific and technological archives management database and its automatic service system are being established and perfected.

¡¡¡¡ Marine Archives Management and Service

Department of Marine Remote-Sensing and Basic Geographic Information

¡¡¡¡Department of Marine Remote-sensing and Basic geographic Information holds the Class A Certificate of Surveying and Mapping issued by the State Administration of Surveying and Mapping. It is responsible for the collection, processing, management and providing service of the marine basic geographic data, and for establishing and maintaining the marine basic geographic information system; establishing the marine topographic database for Bohai Sea, Yellow Sea, East China Sea and the South China Sea, with scales of 1:500000, 1:250000, 1:100000, and 1:50000; designing, compiling, producing and publishing the marine basic maps, marine charts and the basic marine atlases; responsible for the implementing the international program of the International Bathymetric Chart of the Western Pacific (IBCWP) which sponsored and organized by IOC; carrying out the applied research on marine remote-sensing technologies,  collecting and processing remote-sensing data on the coastal zone, establishing database for marine remote-sensing data, developing information products and developing special marine GIS for marine management.

China Operational Centre of the International Ocean Institute

¡¡¡¡The China Operational Centre of the International Ocean Institute (IOI-China) is founded in NMDIS, mainly undertaking the task of training qualified personnel in the field of marine management and ocean technology, including drawing up the training and research programs, and the medium- and long-term development plans for IOI-China, undertaking the cooperation and the exchange between the headquarters of IOI and the national operational centres, organizing and implementing the training programs of IOI. Since its founding in 1994, it has run many successful training courses in ocean technology, international marine laws and regulations, and marine management.

International Exchange and Cooperation

For many years, NMDIS has actively participated in marine data and information management activities of international organizations, such as IODE, JCOMM, GOOS, etc.  NMDIS acts as China¡¯s national focal point for international oceanographic data exchanges. NMDIS also conducts direct bilateral data exchange of marine data and information with dozens of ocean-related international organizations, and over 170 institutions in 32 countries and regions. The NMDIS operates the World Data Center for Oceanography, Tianjin, China. Many experts from NMDIS have been sent to participate various kinds of international conferences and workshops and many has been held in NMDIS as a host. Through international cooperation, nearly one hundred young and middle-aged scientific personnel was trained technically abroad. For some data bases, the data obtained by international exchange is equal or greater than that collected by Chinese sources.
